We should encourage silencer use in the US as a common sense improvement over. Something as simple as making suppressors more accessible would be a win for firearm activists and thus a loss for gun control advocates (and vice versa when it comes to stronger gun control proposals). Silencers protect the hearing of the person shooting AND everyone around them.

It doesn't matter what it is they're hoping to achieve, if it's pro one side - it's contrary to the other. If "the other" gets anything they want, your side inevitably loses ground in turn. The gun control debate has become a tug of war. The answer to your other question simply boils down to the longstanding and ongoing stalemate on gun policy. I even think such a law could be used in an attempt to compromise on other gun legislation (for example: suppressors are taken off the NFA in exchange for expanded background checks) but doubt that'll happen any time soon.
I have yet to see any solid evidence behind these restrictions on suppressors so I have nothing against them being loosened. So overall I'm strongly neutral about it. Overall, this is a very new bill (introduced hours ago) and it seems very narrowly tailored to silencers and therefore not consequential to anything else, except maybe DOJ operations (and that part could be amended so as not to curb active DOJ cases). I'd be a bit worried that this bill might impede already-active DOJ investigations or evidence in criminal cases, but if that doesn't happen then I don't really have any worries about it.
